Justice Oppong Recalled: Prof. Atuguba Appointed Acting Director of Legal Education
Accra, Ghana – 14 August, 2025 – Professor Raymond A. Atuguba, former Dean of the University of Ghana School of Law, has been appointed Acting Director of Legal Education at the General Legal Council (GLC), effective September 1, 2025. This appointment follows the recall of Justice B.Y.K. Oppong of the Court of Appeal from the position to resume full duties on the bench, as directed by Acting Chief Justice Paul Baffoe-Bonnie.
In a letter dated August 8, 2025, Justice Baffoe-Bonnie expressed gratitude to Justice Oppong for his significant contribution to professional legal education during his tenure. The Acting Chief Justice also announced that a search committee will be established to select a substantive Director of Legal Education. Justice Oppong's recall is to enable him focus fully on his judicial duties.
Professor Atuguba is known for his strong views on law reform. He has repeatedly argued that many of Ghana's laws are outdated, making it challenging to enforce ethical standards, particularly in the corporate and banking sectors.
In a February 2024 forum, he noted that Ghana still retains about 10 English laws passed between 1539 and 1863, alongside statutes such as the Bills of Exchange Act, 1961 (Act 55), which require modernization to reflect contemporary realities.
Professor Atuguba's appointment is expected to bring fresh momentum to the GLC's legal education administration. With his background in academia, legal policy, and advocacy for reform, stakeholders anticipate a renewed focus on aligning Ghana's legal framework with current global and domestic realities .enhancing the relevance of legal education to meet the demands of contemporary legal practice and improving ethical standards in the legal profession.
The change in leadership at the GLC comes at a time of heightened public interest in reforms to Ghana's legal education system, with calls for increasing access to legal training for more Ghanaians ,enhancing facilities for legal education and updating the curriculum to reflect modern legal practice.
