2026 Budget Presentation: Finance Minister to Unveil Economic Blueprint on November 13
Accra ,October 27,2025 - Finance Minister Dr. Cassiel Ato Forson is expected to present the 2026 Budget Statement and Economic Policy to Parliament on Wednesday, November 13.
This landmark event, pending formal parliamentary approval, will mark the first full-year budget of the Mahama administration since its return to power in 2025.
The proposed budget comes at a critical juncture, with Ghana nearing its exit from the International Monetary Fund (IMF) programme in May 2026. Industry players and economists will closely watch how Dr. Ato Forson intends to manage the fiscal deficit and expenditure in 2026 while maintaining macroeconomic stability.
According to sources, the 2026 budget will focus on job creation and economic growth stimulation, with targeted investments in sectors driving productivity and youth employment. A comprehensive tax reform agenda is also expected, aimed at broadening the revenue base while easing the tax burden on households and businesses. The COVID-19 levy is likely to be reviewed, with possible reforms to support business recovery and boost consumer confidence.
The Finance Ministry has completed stakeholder engagements with industry leaders, civil society organizations, and development partners to finalize policy measures and expenditure priorities for the 2026 budget.
Under the Public Financial Management Act, the Finance Minister is required to present the national budget to Parliament no later than November 15 each year.
As Ghana prepares to exit the IMF programme, the 2026 budget is expected to outline strategies for enhancing domestic revenue mobilization, rationalizing expenditure, and strengthening public financial management.
