GH¢653 Million Heist: Former NSA Bosses Docked, Legal Battle Looms

Accra ,Ghana – October 13,2025 – The Attorney-General's office has brought charges against two ex-senior officials at the National Service Authority (NSA) over a corruption scandal allegedly involving GH¢653 million in misappropriated funds.

Osei Assibey Antwi, former Executive Director of NSA, faces 14 counts, including causing financial loss to the Republic, stealing, and money laundering. The charges accuse him of authorizing payments to over 60,000 non-existent national service personnel, resulting in a loss of GH¢500,861,744.02. He is also accused of misusing project funds by authorizing the withdrawal of GH¢106 million from the NSA's Kumawu Farm Project account without spending a cedi on the project.

Gifty Oware-Mensah, former Deputy Executive Director of NSA, faces five counts, including stealing, willfully causing financial loss, using public office for profit, and money laundering. The prosecution alleges she generated a list of 9,934 ghost names from the NSA's system and used them to secure a loan from the Agricultural Development Bank, claiming her company had supplied goods to these individuals. This led to a GH¢31.5 million disbursement into her company's account, with accrued interest causing a total loss of GH¢38,458,248.87 to the state.

The charges against Osei Assibey Antwi include causing financial loss to the Republic of GH¢500,861,744.02, stealing of GH¢8,256,000, and money laundering of GH¢8.26 million. Gifty Oware-Mensah's charges include stealing of GH¢31,502,091.40, willfully causing financial loss of GH¢38,458,248.87, using public office for profit, and money laundering.

The case is expected to be heard at the Accra High Court, where prosecutors will present evidence to support the charges.
