Former National Signals Bureau Chief Adu-Boahene Arrested Over $7m Contract Scandal

Accra, Ghana - 24 March, 2025 - A high-profile corruption scandal has rocked Ghana's National Signals Bureau, with the country's Attorney-General and Minister of Justice, Dominic Ayine, announcing the arrest of former Director-General Kwabena Adu Boahene.

 The arrest is linked to a $7 million cyber defense system contract that was allegedly diverted into Adu Boahene's private account.

Dr Ayine revealed at a press briefing today March 24 that the contract, signed in January 2020, aimed to strengthen Ghana's cybersecurity infrastructure and protect against threats, data breaches, and digital espionage. However, Adu Boahene is accused of engaging in unauthorized financial transactions, diverting funds meant for the cyber defense system into his private company.

According to Ayine, Adu Boahene transferred an initial amount of GH¢27,100,000 from the National Signals Bureau account to a private account at UMB, with official documentation revealing that the amount was meant for the payment of cyber defense system software.

“In his capacity as Director of the National Signals Bureau, Mr. Adu-Boahene on January 30, 2020, signed a contract on behalf on the Government of Ghana and the National Security on one hand and on the other hand, an Israeli company named RLC Holdings Limited. The contract was for the purchase of a cyber defense system software at a price of $7 million.

“On February 6, 2020, he then transferred an initial amount of GH¢27,100,000 from the National Signals Bureau account at Fidelity Bank to a private BNC account at UMB. Official documentation on the transfer reveals that the amount was for the payment of cyber defense system software. He transferred the money to his private company.”

The arrest marks a significant development in the investigation, with Ayine assuring that the government remains committed to holding individuals accountable for financial mismanagement.
