OSP Hauls Charles Bissue, Andy Owusu to Court Over Galamsey Corruption Allegations

Accra, Ghana - 29 April, 2025 - Ghana's Office of the Special Prosecutor has brought corruption charges against former Secretary of the Inter-Ministerial Committee on Illegal Mining (IMCIM), Charles Bissue and Andy Thomas Owusu.
They face 15 counts of corruption-related offenses, including abuse of public office for personal gain. The charges, filed at the High Court allege that Bissue, as Secretary of the Inter-Ministerial Committee on Illegal Mining, abused his public office for personal gain.
The first count against Charles Bissue alleges that he exploited his public office for personal gain, violating Section 179C(a) of the Criminal Offences Act. According to the charges, Bissue received GHC15,000 from Bemanin Adjapong via Andy Owusu in Accra around January 2019. It's alleged that he misused his position as IMCIM Secretary to bypass standard procedures for lifting the ban on small-scale mining, including document verification and permit acquisition.
By doing so, Bissue is accused of improperly expediting mining permit renewals for certain operators, contributing to alleged corruption and undermining of mining regulations during Ghana's crackdown on illegal mining.
