NSB Scandal: Kwabena Adu-Boahene Rearrested Over GWCL Contract

Accra, Ghana - 13 May, 2025 - Kwabena Adu-Boahene, the former Director-General of the National Signals Bureau (NSB), has been rearrested on a new charge just days after being granted bail in a GHC 49 million cybersecurity procurement scandal.

According to his lawyer, Samuel Atta Akyea, the fresh charge relates to secured internet services provided to the Ghana Water Company, a state institution. Atta Akyea expressed concerns that the rearrest could be perceived as a personal vendetta and emphasized the need for the accused to have freedom to defend himself.

“I’ve been hinted that it relates to secured Internet services for the benefit of another state institution, the Ghana Water Company, that national security provided them with gadgets and well-meaning things, so that if you’re even in your room, you’ll be able to see the pipes whether they are being tampered with,”tta Kyea explained.

The development comes after an Accra High Court directed the prosecution to file all witness statements by May 20, 2025, in the ongoing trial. The court also encouraged the Deputy Attorney General to expedite the trial to ensure a swift resolution. Justice John Eugene Nyadu Nyante presided over the hearing, expressing concerns over the personal liberties of Adu-Boahene and his co-accused.

Adu-Boahene, along with his wife Angela Adjei Boateng, Mildred Donkor, and Advantage Solutions Limited, faces 11 charges, including stealing, conspiracy to steal, defrauding by false pretences, and money laundering. The charges stem from a fraudulent cybersecurity deal that allegedly led to the loss of over GHC 49 million in public funds.

The prosecution alleges that Adu-Boahene and his associates dishonestly misappropriated state funds between February and March 2020, under the guise of procuring a cyber defence system for the Republic of Ghana.
