Ex-NSA Deputy Director Gifty Oware-Mensah Used 'Ghost Names' to Siphon GH¢30m - Ayine

Accra, Ghana - 14 June, 2025 - Ghana's Attorney General, Dr. Dominic Ayine, has revealed a shocking case of financial malfeasance involving a former top official at the National Service Authority (NSA). Gifty Oware-Mensah, the ex-Deputy Executive Director, is accused of masterminding a scheme that siphoned off over GH¢30 million in public funds.

According to Dr. Ayine, Oware-Mensah exploited the National Service Personnel allowance system to secure a loan from the Agricultural Development Bank (ADB) at a 23% interest rate. She allegedly used ghost names to divert funds meant for national service personnel and transferred the money to various company accounts.

The Attorney General disclosed that Oware-Mensah registered a company, "Blocks of Life Consult," without the knowledge of the individuals whose identities she used. The company was presented to ADB as a supplier of home appliances to national service personnel, but it was not a recognised vendor with the NSA.

Dr. Ayine said investigations revealed that Oware-Mensah transferred significant amounts to companies linked to her and other individuals, including GH¢22.9 million to AMAECOM, a company she directs.

Dr. Ayine assured that the government would take additional legal steps to address the deliberate and sophisticated attempt to plunder state funds."

“Some directors, such as Gifty Oware-Mensah, created and executed a meticulously detailed plan, using NSP allowances as security to obtain a loan of thirty million six hundred and ninety-eight thousand, two hundred and eighteen cedis, sixty-nine pesewas (GH¢30,698,218.69) from the Agricultural Development Bank (ADB) at an interest rate of twenty-three percent (23%).”

“Her husband, Peter Mensah, a lawyer, acted as one of the company’s representatives. She told ADB the company specialised in supplying home appliances to National Service personnel on a hire-purchase basis, to be repaid via deductions managed by the NSA

The revelation is part of the government's ongoing efforts to tackle corruption and recover lost funds through the Operation Recover All Loot (ORAL) initiative.
