President Mahama Names Edmond Kombat as TOR's New Acting Managing Director

Accra, Ghana - 03 May, 2025 - Ghana's President John Mahama has appointed Edmond B. Kombat as the Acting Managing Director of the Tema Oil Refinery (TOR), a state-owned facility that has struggled with operational downtime and financial constraints.

Kombat, a lawyer and energy strategist, takes over from Dr. Yussif Sulemana, who has been reassigned to the Ministry of Energy and Green Transition as a Technical Advisor.

Kombat's appointment comes at a critical time for TOR, which has operated below its potential due to ageing infrastructure and financial woes. Ghana relies heavily on imported refined petroleum products, undermining energy security and draining foreign exchange reserves.

Kombat's task is to revive TOR's operations, improve crude procurement, and secure new funding sources.
