OSP's Investigation into GACL - Paul Adom-Otchere Fails to Meet Bail Conditions, Remains in Custody
Accra, Ghana – 31 July, 2025 – The Office of the Special Prosecutor (OSP) has taken into custody Paul Adom-Otchere, former Board Chairman of the Ghana Airports Company Limited (GACL), along with two other individuals, Otchere Kwame Baffour Awuah and Albert Adjetey Adjei-Laryea, in connection with an investigation into a revenue assurance contract between GACL and Strategic Mobilisation Ghana Ltd (SML).
The OSP is probing possible procurement breaches, including a sole-sourced contract awarded to a company other than the one approved by the GACL Board. Adom-Otchere, Awuah, and Adjei-Laryea were formally charged and interviewed by the OSP on Thursday, July 31, 2025.
Adom-Otchere's detention stems from his inability to meet the bail conditions set by the OSP, which require him to present two landed properties registered in his name. However, he has informed the OSP that he does not own any landed property in Ghana, and as a result, he will remain in custody until the bail terms are satisfied.
The investigation centers on alleged corruption and procurement irregularities surrounding the revenue assurance contract. The OSP is examining whether proper procedures were followed in awarding the contract and whether the GACL Board's approval processes were bypassed.
Adom-Otchere has denied the allegations, describing the OSP's actions as a "witch-hunt" and claiming he had no direct involvement in the execution of the contract under investigation.
