Mahama Sets New Standards for Ghana's Envoys

Accra ,Ghana – September 1,2024 - President John Dramani Mahama has introduced a new benchmark for Ghana's envoys, focusing on economic diplomacy, consular services, diaspora engagement, financial management, and security and ethical compliance. This move aims to drive the country's socio-economic development and improve the lives of its citizens under the Reset Agenda.

Key Performance Indicators (KPIs)

The KPIs launched by President Mahama on Monday September 1,2025 ,prioritize eight broad areas, with a focus on:

- Economic Diplomacy: Envoys are tasked with attracting investment in industrialization, renewable energy, digital services, agro-processing, infrastructure, and tourism. They are also expected to expand global markets for Ghana's processed cocoa, shea butter, textiles, crafts, and digital services.

- Consular Services: Providing quality services to Ghanaian citizens abroad, ensuring their safety and well-being.

- Diaspora Engagement: Engaging with the Ghanaian diaspora to promote investment, innovation, and development in the country.

- Financial Management: Ensuring prudent management of financial resources, adhering to financial regulations, and promoting transparency and accountability.

- Security and Ethical Compliance: Upholding the highest standards of integrity, professionalism, and security in diplomatic missions.

Performance Targets

Envoys will be assessed based on concrete achievements, including:

- Investment Promotion: Securing investments that contribute to Ghana's economic growth and development.

- Trade Expansion: Increasing trade volumes by a minimum of 10% annually, with some envoys having higher targets.

- Tourism Development: Driving a minimum 10% annual increase in tourist arrivals to create jobs and boost foreign exchange reserves.

- Scholarships and Training: Securing scholarships and training opportunities for Ghanaian youth to enhance human capital development.

New Conditions of Service

To motivate envoys to deliver on their KPIs, the government has introduced new and improved conditions of service, including :

- Enhanced Hardship Allowance: Increased allowance for envoys posted to hardship locations, along with an insurance package.

- National Day Allowance: Introduction of a National Day Allowance to cater for National Day celebrations in various missions.

- Home Leave: Envoys are guaranteed one home leave per year.

- Education Grant: Enhanced Education Grant to support the education of envoys' children.
