High Court Grants NLC Permission to Serve GRNMA Injunction via Substituted Service

Accra, Ghana - 10 June, 2025 - The High Court, Industrial and Labour Division 2 in Accra, has granted the National Labour Commission (NLC) permission to serve a notice of interlocutory injunction on the Ghana Registered Nurses and Midwives Association (GRNMA) through substituted service.
The decision was made on June 10 by Justice Priscilla Dikro Ofori, presiding over the court.
According to the ruling, the NLC will be allowed to serve the injunction notice through alternative methods, including posting it on the High Court's notice board and at the entrance of the GRNMA office. Digital copies of the notice will also be sent via WhatsApp to the association's president, Perpetual Ofori Ampofo, and general secretary, David Tenkorang-Twum.
According to the court, the GRNMA will be officially notified of the injunction order 14 days after the notice is posted.
The NLC had filed a motion on June 10, citing challenges in directly serving the GRNMA with the injunction order issued on June 5. The labour commission's efforts to serve the GRNMA directly had been unsuccessful, prompting the need for substituted service.
The development comes amid ongoing tensions between the nurses' association and the government over conditions of service. The legal battle between the two parties has further complicated efforts to resolve the dispute. The GRNMA has been vocal about its demands for improved working conditions, and the NLC's injunction is seen as a significant development in the ongoing negotiations.
