Ghana, Côte d'Ivoire Launch €154.4m Cross-Border Energy Project
Accra, Ghana - 26 June, 2025 - Ghana and Côte d'Ivoire are poised to strengthen their energy cooperation with the launch of a major cross-border transmission line project. The two West African nations will commence construction on a 243-kilometer, 330-kilovolt double-circuit transmission line, designed to enhance electricity exchange and grid stability across the region.
The project, valued at €154.4 million, is part of the West Africa Power Pool (WAPP) initiative, aimed at promoting regional energy integration.
According to Engineer Mark Baah, Chief Executive Officer of the Ghana Grid Company Limited (GRIDCo), the project will connect the Biahoué substation in Côte d'Ivoire to the new Dunkwa 2 substation in Ghana, operating at 330kV.
“The project involves the construction of a 330kV double-circuit transmission line, stretching approximately 243 kilometres—about 122 kilometres on each side of the border,” he explained at a ministerial committee meeting on Wednesday June 25, 2025
“It will connect the existing Biahoué (Bijave) substation in Côte d’Ivoire to the upcoming Dunkwa 2 substation in Ghana. While there is currently a Dunkwa 1 substation, it operates at 161kV. This new facility in Dunkwa will operate at 330kV.”
“Beyond enhancing bilateral energy trade, this project is expected to contribute to grid reliability across West Africa. It has been deemed both technically sound and environmentally manageable.”
The initiative is expected to not only boost bilateral energy trade but also contribute to grid reliability across West Africa. Feasibility studies have confirmed the project's technical and financial viability, and it has been deemed both technically sound and environmentally manageable.
The project is a key step towards achieving the ECOWAS subregion's goal of integrating energy systems under the WAPP framework. With this development, Ghana and Côte d'Ivoire are set to deepen their energy cooperation, paving the way for a more stable and reliable energy supply in the region.
Project Details:
- Transmission Line: 330kV double-circuit, 243 kilometers long
- Cost: €154.4 million
- Connecting Points: Biahoué substation (Côte d'Ivoire) to Dunkwa 2 substation (Ghana)
- Objective: Enhance electricity exchange and grid stability in West Africa
This project marks a significant milestone in West Africa's journey towards energy integration, and its successful implementation is expected to have a positive impact on the region's economic development.
