GCAA and South Korea Sign Letter of Intent to Advance Ghana’s Drone Sector
Accra, Ghana - 26 June, 2025 - The Ghana Civil Aviation Authority (GCAA) and the Korea Transportation Safety Authority (KOTSA) have signed a Letter of Intent (LoI) to advance Ghana's drone sector. The signing ceremony took place on Tuesday, June 24, 2025, at the GCAA headquarters in Kotoka International Airport.
The partnership aims to formulate a Drone Sector Roadmap and Candidate Projects, which will guide the structured development of Ghana's drone ecosystem. The initiative is part of South Korea's Official Development Assistance (ODA) programme, providing non-repayable aid to support sustainable development goals.
The GCAA and KOTSA will work together on several projects, including:
- Regulatory Framework and Drone Safety Management Project (2028-2033)
- Drone Pilot Training Programme (2030-2034)
- Drone Industry Ecosystem Development Project (2032-2036)
The Korean delegation, led by Principal Researchers Cho Joo-Yong and Jung Gi-hun, and Professor Lee Byung-seok, emphasized the importance of establishing a robust roadmap and identifying candidate projects to ensure targeted support and alignment with Ghana's national development goals.
The Acting Director-General of the GCAA, Rev. Stephen Wilfred Arthur, welcomed the partnership, highlighting the increasing importance of drone operations in Ghana and the need for robust regulatory frameworks.
He appreciated the potential Korean support in human capacity development, technology transfer, and regulatory enhancement.
The partnership is expected to transform Ghana's drone sector into a regulated, innovative, and economically impactful industry. The GCAA and KOTSA will work together to drive three key initiatives:
- Ghana-Korea Drone Sector Advancement Project
- Ghana-Korea Advanced Drone Application Pilot Training Programme
- Ghana-Korea Drone Ecosystem Integration and Innovation Project
This collaboration marks a significant step towards developing Ghana's drone sector and promoting sustainable development.
