PSWU Warns of Nationwide Strike Over Unpaid Allowances

Kumasi, Ghana - 15 May, 2025 - The Public Services Workers' Union (PSWU) of the Trades Union Congress has warned of a nationwide strike if the government fails to pay long-overdue allowances to staff of the Centre for National Culture (CNC) and other affiliated agencies.
The allowances, which are part of the Single Spine Pay Structure, have not been paid for an extended period, sparking concerns among union leaders.
According to John Sampah, Deputy General Secretary of the PSWU, the non-payment of allowances is affecting the effective delivery of the CNC's mandate, which includes promoting Ghana's rich cultural heritage and supporting the tourism sector.
The CNC plays a vital role in showcasing Ghana's arts, crafts, music, and dance, and its work is crucial for cultural understanding and appreciation across the country.
The union leaders have urged the government to act swiftly to address the issue, warning that failure to do so would compel them to take industrial action.
“CNC is one of the institutions that we have not secured our allowances. We went on strike, and they asked us to hold on after the 2024 general elections. We’re urging the government to attend to those who don’t have allowances yet. If we delay, that is what will push the workers to go on the streets. If nothing is done, we will do what we know how to do best,” he said.
The issue was raised at the 4th Quadrennial Divisional Delegates Conference of the CNC in Kumasi, which was held under the theme "Resetting the Centres for National Culture for the Black Star Experience: The Role of the Union."
Wakefield Wisdom Ackuaku, Acting Executive Director of the National Commission on Culture, emphasized the significance of promoting Ghana's culture and tourism, highlighting the Black Star Experience's role in revitalizing the tourism sector.
