Accra, Ghana - 01 May, 2025 - Ghana's Attorney General, Dr. Dominic Ayine, has announced that former directors of the National Service Authority will face charges in early May over their alleged involvement in a ghost names scandal.

The scandal involves 81,885 suspected ghost names on the NSA payroll, uncovered during a nationwide headcount of active national service personnel.

The investigation, directed by President John Dramani Mahama, has progressed significantly, according to Dr. Ayine. The Attorney General stated that charges will be filed against those implicated in the coming days. This development is part of a broader effort to address corruption and financial irregularities in government projects and programs.

The ghost names scandal was first highlighted in an investigative report by The Fourth Estate in November. Since then, the National Investigations Bureau has interrogated key suspects, including the former Executive Director of the NSA, Osei Assibey Antwi.

Dr. Ayine also revealed plans to file charges in other high-profile cases, including the Sky Train project and the National Cathedral. According to him, dockets are being prepared for prosecution in these matters, signaling the government's commitment to accountability and transparency.

“The investigations into the National Service ghost names scandal have progressed well. And we will be filing charges against some of the persons involved from the first week in May, I mean, a few days’ time,'' Dr Ayine disclosed at a press briefing on April 30, 2025.
