Ghanaian Delegation Returns from Rwanda with Plans to Regulate Okada Operations

Kigali, Rwanda - 08 March, 2025 - A high-level delegation from Ghana, led by Minister of Transport Joseph Bukari Nikpe, has concluded a working visit to Rwanda to study the country's successful regulation of commercial motorcycle and tricycle operations, popularly known as Okada.
The visit, which included the Chief Executive Officer and representatives of the Driver and Vehicle Licensing Authority (DVLA), the National Road Safety Authority, and Okada riders' unions, aimed to explore Rwanda's approach to ensuring safety, efficiency, and economic sustainability in the sector.
Ghana's President John Dramani Mahama has pledged to legalize Okada operations, provided they adhere to strict safety and regulatory standards.
The Ministry of Transport, in collaboration with the DVLA, is working to establish an effective licensing regime for Okada operators.
The DVLA, responsible for licensing motorized vehicles, is committed to transforming the licensing regime in line with the President's vision. The Authority believes that learning from Rwanda's successes will help Ghana's Okada subsector thrive..
