Transport Ministry Sets Up 13-member Committee to Review 'Okada' Ban Amidst Calls for Legalization

Accra, Ghana - 18 March, 2025 - In a bid to create employment opportunities and improve transportation, Ghana's Ministry of Transport has initiated a review of the law prohibiting the commercial use of motorcycles, popularly known as "okada".
A 13-member committee has been tasked with reviewing the current law and submitting recommendations within three weeks.
According to Transport Minister Joseph Bukari Nikpe, this move is part of the government's efforts to provide a livelihood for young people and improve transportation in the country. The minister hopes that the review will pave the way for okada operators to earn a living legally.
The committee's review will involve stakeholder consultations and gathering ideas and suggestions to inform the amendment of the Road Traffic Regulations 2021. This development has the potential to transform the transportation sector in Ghana and provide a livelihood for many young people.
“We want them to use motorcycles and tricycles for commercial purposes, and exactly that is what we’re doing. We are looking within a period of three weeks for them to do all the stakeholder consultations.
“For them to bring all the ideas and suggestions that will facilitate the amendment of L.I 2180, so that we will get our young people who are desirous of using motorcycles and tricycles to earn a living to engage in that enterprise,'' he remarked during a media interview after inaugurating the 13-member committee tasked with reviewing the ban on commercial "okada" operations.
