Mahama's Social Contract: 25 Key Promises to Ghanaians in First 120 Days

Ghana's President-elect John Mahama has pledged to implement a social contract with the Ghanaian people within the first 120 days of his presidency.

The comprehensive agenda, launched on Saturday [August 24, 2024] as part of the National Democratic Congress' (NDC) campaign and dubbed "Mahama's First 120 Days Social Contract with the People of Ghana," pledges swift action on economic stability, infrastructure, and social equity 

Mahama plans to establish a lean and efficient government, nominating his complete list of cabinet ministers for parliamentary approval within 14 days. He aims to tackle Ghana's economic challenges through a National Economic Dialogue, which will address the true state of the economy.

Additionally, he will prepare a homegrown fiscal consolidation program to guide his administration's first budget.

To alleviate the economic burden on Ghanaians, Mahama intends to scrap several taxes, including the E-levy and the COVID levy, within the first 90 days.

Mahama's agenda prioritizes education and social welfare. He promises to introduce a "No-Academic-Fee" policy for first-year students in public tertiary institutions and distribute free sanitary pads to female students in primary and secondary schools. He also plans to implement Free Tertiary Education for Persons with Disabilities and establish the Ghana Medical Care Trust (MahamaCares) Fund.

Mahama is committed to instituting inquiries and forensic audits into several matters of public interest, including the collapse of indigenous Ghanaian banks, the National Cathedral scandal, and COVID-19 expenditure. He will also ban political appointees from purchasing state assets and allocate seed money for the establishment of a Women's Development Bank.

Furthermore, Mahama plans to ban illegal mining activities in forest reserves and launch the "Tree for Life" and "Blue Water Initiative" to rehabilitate areas degraded by illegal mining. He aims to commence investigations to purge state security agencies of militia and vigilante elements and reopen investigations into unresolved criminal cases, including the murder of journalist Ahmed Hussein-Suale.

Mahama's agenda also includes launching job creation programs, reviewing the Customs (Amendment) Act 2020 to support the local automotive industry, and carrying out a shakeup of all loss-making state-owned enterprises. These reforms aim to restore citizen trust, drive economic growth, and promote social welfare in Ghana.

The next 120 days will shape the trajectory of Ghana's development. As the country embarks on this new path, the success of Mahama's vision will depend on effective execution, collaboration and the collective efforts of the Ghanaian people.
