Teacher Unions warn of industrial action over unpaid salaries
Accra, Ghana - Three major teacher unions have issued a joint ultimatum to the government, warning of industrial action if their longstanding grievances are not addressed by September 16, 2024.
The Ghana National Association of Teachers (GNAT), National Association of Graduate Teachers (NAGRAT), and Coalition of Concerned Teachers (CCT) have been engaged in a protracted struggle with the government over a range of issues, including unresolved promotions, salary disparities, and undelivered benefits.
According to a press release signed by the leaders of the three unions, Thomas T. Musah (GNAT), Angel Cabonu (NAGRAT), and King Ali Awudu (CCT-GH), the government has failed to honor key commitments made in the Collective Agreement signed on May 24, 2024.
The unions are demanding immediate action on several fronts, including:
- Initiation of negotiations on the Deprived Area Allowance
- Resolution of stalled promotions from Deputy Director to Director positions
- Correction of salary disparities for Deputy Director and below
- Delivery of TM1 laptops to teachers
- Payment of 12 months of arrears for Tier-2 deductions
- Addressing Public Services Commission issues, including upgrading delays, reinstatement difficulties, and rank reduction
The unions have warned that failure to meet these demands will result in a series of industrial actions, including strikes and demonstrations, which could disrupt academic activities and impact the education sector.

The government has yet to respond to the ultimatum, but education sector observers say the situation is increasingly volatile and requires urgent attention.
